Hi! since i changed my motherboard xp wont shut the tower. It just goes to a screen thet say it safe  to shut computer down. Wonder if it's the bios or motherboard jumpers or xp cauding it.

This could be due to Advance Power Management, especially as you have a new motherboard. The MS Knowledgebase article dealing with the problem is here:
