My laptop  is stuck in the blue welcome screen
even the names don't show up, there is only Windows XP Professional and the logo. I can use some help.

Hi please can you let us know what make of laptop it is.
Also what disks if any you got with it.
Plus any other information would help.

has it been from upgraded from Linux ..95 ..98? because that can cause a few problems... if it has reboot it with the windows xp disk if not i dont know sorry.

The first thing to try is booting up to the Safe Mode menu. Press F8 repeatedly as it starts up, and when you get the menu choose the option to "use last known good configuration".

If that doesn't resolve the problem, then the question must be, did you do anything before this happened?  Virus or spyware removal?

You could also start in Safe Mode and use System Restore to take it back to a point before the the problems appeared.
