First you need to either get a Windows XP disk, or get a copy of the Hal.dll .  If you don't have the disk, do a google search for "download + hal.dll" .  

If you have the disk then the command you are needing is:

extract D:\i386\hal.dl_ c:\windows\system32\hal.dll

and then press ENTER. (this is assuming that your CD Drive is Drive D and your main drive is C:...if your cd drive or main drive are something else use those drive letters instead)
