Way to set up a startup disk to allow copying file to HD?

My Brother's HP laptop is getting a File not found or corrupt and the file is HAL.dll.    He did not have the WINXP disk on hand.

       Are there commands to be added to the startup disks that would allow the xfer of this file to the hard drive?  

       The startup disks only allow a few commands and it doesn't see the C drive or the CD drive!

       What good is a startup disk if it doesn't get you to a regular startup? Even a safe mode!

First you need to either get a Windows XP disk, or get a copy of the Hal.dll .  If you don't have the disk, do a google search for "download + hal.dll" .  

If you have the disk then the command you are needing is:

extract D:\i386\hal.dl_ c:\windows\system32\hal.dll

and then press ENTER. (this is assuming that your CD Drive is Drive D and your main drive is C:...if your cd drive or main drive are something else use those drive letters instead)
