Ok, if you are pretty sure that this isn't a hardware malfunction (because you say you tested on two monitors).  Then the problem is either a settings problem OR it could be a virus/malware issue.   

So as a next step I would advise you to update your virus protection definitions and run a full scan of your system.  Possibly run one of the online virus scans to see what it finds.   Here is a good one, that is free:

Try that and post back.  If the scan turns up nothing then this issue has to be a Settings Problem...

Hi guys!

I have whole my Antis(Malware, virus,spypot,....) updated and my Antivirus is Norton which i pay every year to be updated.
OK.i scanned my PC with Spyware Doctor it fined something in the register like;

Legacy
or
Legacyxp_protector

And i tried handly to delete them it dosn´t letme and itself couldn´t delete them because my version it´s free one.

And aslo i study about them(Legacy/legacyxp....)i find out they´er not

spyware and......

About restart(Booting); i must turn on & turn off from switch twice, i repeat again; turn on & turn off from switch twice after that it starts booting.

This time i hope you have new idea about my probl.
