how make oe6 links open in new window?

I want to be able to click on URL links in email messages in OE6 and have each one open in a new window, rather than re-use the same window.
I used to be able to fix this on Windows ME by changing items in Folder Options. I tried the same fixes (for URL:HTTP Protocol, etc.) on my new computer with XP, but it didn't solve the problem.
Could someone walk me through, step by step, how to configure things to make this happen?

It is still in Folder Options.
Go to your Control Panel, then Folder Options (make sure your Control Panel is in "Classic Mode"). Then on the General Tab make sure "Browse" is set to "Open each folder in its own window".
