Open the window and set it to the size/position you want
Then select folder options from the top toolbar
Select View
Then select apply to all folders

When you first start your PC, no programs should be showing in the task bar (this is where any program goes to when it is minimized).

Do you mean that, no matter what program you open (after starting the PC), they don't open with a maximized window?

If so, is the window actually minimized (ie - only on the task bar) or is it in the reduced size, and you need to click on the maxoimise icon at the top right of the window to get it to full size?

If it's just windows not opening in maximized size, here's two methods of fixing it:

1) Right click on the shortcut.
Click Properties in the popup menu.
Click the dropdown arrow in the "Run" box and select Maximized.
Click Apply >Ok.

Or

2) Place your cursor on an corner edge of the window so it becomes a arrowed cursor.
Drag the corner to the size you want the window to be for the two particular sides.
Do the same with the opposite corner.
Hold down the ALT key and close the window by clicking the X in the upper right
corner.
When you open the window again it will open to the size you closed it at.
