I have my time zone set to Central time (US and Canada), but for some reason it is not working correctly. It says it is syncing correctly, but it keeps showing and hour behind. When I do it manually of course it works, but then when I put something in my outlook calendar connected to my exchange server it puts everything on my phone an hour ahead.

Please help me fix this problem

Have you scanned your computer for malware? If so, try adding a different Time Server with a registry edit. I use time.nist.gov at home. Go here for instructions.

I see that Central Time is -6hrs. What happens if you  change your time zone to Eastern Time which is -5hrs?

ok, right now it is 1:44 P.M.  CST and it synced it with EST and it says it is 2:44 P.M.

Well that seems to rule out any problem with your computer - it must be a problem with the time server. Try another one.

evan_pena2003, I think your problem lies in MS Outlook daylight saving time. It might be set to +1.00 hours. Make it 0.00 hours.
