The "Announcements" forum would be a good example here. It must be locked to prevent any old Tom, John, or Larry making forum announcements such as "The forum is now CLOSED, go away and Never look back!!1"!21!!!"

Umm, maybe that just wasn't a good explanation?

A locked forum is simply a forum that cannot be posted in by normal members, only mods or admin. This is usually true for foums such as the "ANNOUNCEMENT" forum where for obvious reasons, normal members must not be allowed to post.

As for me having a "Cache" lol, thats just a username I picked a long time ago and have used ever since on all forums I register on.
